The Public Accounts Committee (PAC) of Parliament has sent two major universities to the Attorney-General for prosecution. They are the University of Ghana, Legon (UG), and the University of Education, Winneba (UEW).
The action follows findings of financial misconduct by some staff members. The 2022 Auditor-General’s Report exposed several cases of unapproved spending in both institutions.
According to the report, 15 staff members from the two universities were involved in unauthorized payments. These payments were made without proper documents or approval from the right authorities.
The report described the actions as a serious misuse of public funds. It said such acts go against financial rules guiding public institutions.
At the University of Ghana, Vice Chancellor Professor Nana Aba Appiah Amfo responded to the issue. She explained that delays in financial reporting were caused by staff attrition and slow replacement processes.
She said many experienced staff members left their positions without immediate replacements. This made it difficult for the university to manage its financial records effectively.
The University of Education, Winneba also faced similar problems. Its Vice Chancellor, Professor Stephen Jobson Mitchual, gave more details about the case.
He revealed that some staff members misused about GHS 28 million. The money was reportedly paid as honoraria without proper supporting documents.
Professor Mitchual said the university is working to recover the funds. He added that disciplinary measures are being considered for those involved.
The Committee found that both universities have ongoing challenges in their operations. High staff attrition and slow recruitment approval from government agencies are the main problems.
These challenges have affected transparency and accountability in the universities. They also make it hard for management to properly supervise financial activities.
PAC Chair Samuel Atta Mills expressed concern about the findings. He said the misuse of public funds in educational institutions is unacceptable.
He explained that universities are expected to uphold integrity and accountability. Public funds, he added, must always be used for the benefit of students and national development.
The Committee believes that the misuse of funds weakens public trust. It also affects the ability of universities to deliver quality education.
PAC therefore directed that all officers named in the Auditor-General’s Report should face legal action. The Committee wants the Attorney-General’s Department to handle the prosecution.
Mr. Atta Mills said the directive is meant to ensure fairness and justice. It will also serve as a warning to other public institutions that misuse state resources.
He emphasized that accountability must not be taken lightly. Every public officer must be held responsible for their actions.
The Committee urged the two universities to strengthen their internal controls. It also advised them to speed up staff recruitment and improve financial monitoring systems.
Both universities have pledged to cooperate fully with investigations. They have assured Parliament that corrective steps are being taken to prevent future cases.
